Richard H. Wooster was born in Detroit, Michigan in April of 1956.
He was admitted to the Washington State Bar, the United States District Court for the Western District of Washington, and the United States Court of Appeals for the Ninth Circuit in 1983 and the United States Supreme Court
He graduated from Western Michigan University with a B.B.A. in 1978, went on to attend graduate school in economics at Wayne State University, and obtained a Juris Doctor in 1983 from the University of Puget Sound/Seattle University School of Law.
